The Frankford NAC zoning group, at the May 10th meeting, approved the application by the owner of 5401 Montague Street: PERMIT FOR ADDRESS L&I CASE #589322 FOR BUILDING DECK W/ROOF WITHOUT PERMITS; FOR THE ERECTION OF A ROOF OVER A PREVIOUSLY-APPROVED EZ-DECK (SEE AP#810536 FOR ZONING APPROVAL, AP#810542 FOR BUILDING PERMIT), AT THE REAR OF AN EXISTING SEMI-DETACHED STRUCTURE USED AS SINGLE FAMILY HOUSEHOLD LIVING, SIZE AND LOCATION AS SHOWN ON PLAN/APPLICATION. There was no opposition.

Frankford NAC Approves 4943 Penn
At the Frankford NAC zoning meeting on April 12th the board heard the following cases:
4943 Penn Street – PERMIT FOR A MULTI-FAMILY HOUSEHOLD LIVING (4 UNITS) WIHTIN AN EXISITING DETACHED STRUCTURE. It was approved. The plans were updated.
1540 Womrath Street – PERMIT FOR CONVERSION OF SINGLE FAMILY DWELLING TO A TOTAL OF THREE DWELLING UNITS (MULTIFAMILY HOUSEHOLD LIVING) IN AN EXISTING ATTACHED STRUCTURE. – Continued. Applicant failed to show
4122 Kensington Avenue – PERMIT FOR PROPOSED WELDING OF RAILINGS (GENERAL INDUSTRIAL) IN SPACE B AND PROPOSED AUTO MECHANIC SHOP TO INCLUDE SPRAY PAINTING (PERSONAL VEHICLE REPAIR AND MAINTENANCE) AND (VEHICLE PAINT FINISHING SHOP) IN SPACE A IN THE SAME BUILDING WITH EXISTING ROOMING UNITS (SINGLE ROOM RESIDENCE) AS PREVIOUSLY APPROVED IN AN EXISTING STRUCTURE. Approved. The only section that was up for review was space B. No spray painting. Refusal had an error on it and the lawyer sent an updated refusal. There were some residents complaining about space A which is another applicant who got an over the counter permit for the rooming house; however, our State Rep. said that he will do a follow up with that.
The next meeting of the Frankford NAC zoning group will be held on May 10th at 7 PM at Second Baptist Church, 1801 Meadow Street.
Frankford NAC Zoning Group Approves Duffield Street Development
At the Frankford NAC zoning meeting on March 8th, the group discussed a revised proposal by representatives for 5127 Duffield Street. Developer met with planning commission prior to the zoning meeting and had agreed to some recommendations going forward, which are as follows:
- Only 10% of the dwellings are studio apartment and the developer has agreed to make those bigger. This would reduce the number of dwellings.
- The developer will put in the maximum number of parking spaces allowable.
- Extra lighting and greenery will be added.
- Although it was indicated as Veterans housing, it is really Veterans preference.
New plans were reviewed at the zoning meeting and were approved with the changes. (Plans were stamped)
2224 Orthodox Street– Building is zoned as CMX-2 but is being used as a single family dwelling. Applicant was seeking a variance to tear down front wall and install a storefront gate and use it to park her car. After further review of this case, it is opposed. Zoning codes do not allow covered parking space unless it can be accessed by a shared driveway, or alley.
4943 Penn Street– continued (seeking a variance to legalize 4 units.
1540 Womrath Street– continued (seeking a variance to have three units).
The next Frankford NAC zoning meeting will be held on April 12th at 7 PM at Second Baptist Church, 1801 Meadow Street, Philadelphia PA 19124.
Frankford NAC Zoning Meeting
The zoning meeting, scheduled for Thursday, February 8th, has been cancelled due to the applicants’ failure to submit the required documentation (Blue prints and pictures). The next meeting is scheduled for March 8th at 7 PM at 4667 Paul Street.

There will be a Frankford NAC zoning meeting at the CDC, 4667 Paul Street, on Thursday, February 8th at 7 pm. The following properties are up for review:
4943 Penn Street– Zoned RSA-3. Applicant is seeking a variance for a four units in an existing structure
2224 Orthodox Street– Zoned as CMX-2 Applicant is seeking a variance to change the usage to a residential single family dwelling with interior parking. * ZBA granted in 1956 a variance for a single family dwelling and beer distributor.
1540 Womrath Street– Zoned as RSA-5 Conversion of a single family dwelling into a three dwelling unit.
4512 Tackawanna Street– Zoned as RSA-5 Applicant is seeking a variance to change it from single family to duplex.
4122 Kensington Avenue– Zoned as CMX-2 Applicant is seeking a variance to have welding (General Industrial) in Space B and an auto mechanic shop with spray painting in space A in the same building with existing rooming units.
