Did Squatters Take Over the Mayor’s House?

Well, No, they didn’t.

You never hear about Philadelphia’s Mayor, Jim Kenney, having his house stolen by squatters.  That is probably because it has never happened.  Squatters know that it would not be allowed to happen.  If the mayor came home from being away one day and found squatters occupying the premises, the police would have the bums in cuffs and charged with Criminal Trespass in the blink of an eye.  That is how it should be for any situation of that kind in the City.  If you steal a house, you get arrested.

Yet, when the property at 1301 Wakeling Street (right across from Frankford High School) was taken over by squatters in the 3rd week of March, why did the Conservator (Scioli Turco), working on behalf of the Northwood Civic Association, have to go to court to have the crooks legally evicted?  Why should the victim of this crime suffer further loss?

Why didn’t the police just throw the bums out when they were called on the first day when they were called to the property?  It is the theft of a house.  But that is not the way it happened.  Instead it took 3 weeks for the legal process to get them out.

Joe Krause, President of the Northwood Civic Association, has been working to bring this property back from near extinction, since 2015.  Last year, after battling the absentee owner for two years in court, the Conservator was appointed, and work began to rehab it and get it back onto the market as a single-family home.  Great progress was made.  Until somebody stole it and held up the project for three weeks.

Its back in the hands of the Conservator now and work must be done to repair the damage.  Three weeks of time lost in the battle to keep the neighborhood a decent place to live.

What will happen the next time squatters take over a house?  It could be yours.

Squeaky Wheel Residents Get Some Attention

The 4600 block of Griscom Street has its problems.

Donald Carlton, from the Managing Director’s Office, came out to do a tour of Griscom Street on April 11th. Raymond Gant, of the Ray of Hope Project, contacted him.

He took pictures and made a list of problems in the 4600 blocks of Griscom and Penn Streets. Along the walk around the block, several neighbors stopped to say that they too had called in some of the problems to 311. He said he will direct all the issues to the proper agencies of Streets, Licenses & Inspections, Philadelphia Water Department.

He seems to care about the problems the residents are dealing with. We discussed the car repair shop(Lacks Permit), the falling bricks from the old Circle Theater building, the sink holes on Griscom Street, the collapsed sidewalk on Griscom Street, the giant pot holes on Penn Street, the dumping on Arrott and Griscom Streets and the parking enforcement situation.

Philadelphia’s 15th Police District Names Officers of the Year

Burgoon, Kennelly, Acevedo and Wilmer named 2017 Officers of the year

We were honored to be invited to the awards dinner held on March 26th by the 15th PDAC (Police District Advisory Council) to honor 6 officers for their outstanding performance.

Officers of the year Stephen Burgoon and Sean Kennelly were highly successful in reducing the number of burglaries in the District, many of them in the area of Northwood last year.

Roberto Acevedo and Thomas Wilmer did a great job investigating and making arrests in the thefts from vehicles that plagued the District last year. Many of those were in the area of the Frankford Transportation Center.

In addition, Patrick Owens and Megan O’Farrell were named Officers of the month for February 2018.

3 Wanted for Shooting on Foulkrod Street

It happened at about 11:15 PM on the 1400 block of Foulkrod Street (Foulkrod between Leiper and Penn Streets) on March 15th.

3 men attempted a robbery with shots being fired, wounding the 36 year old male victim in the leg.  He was taken to the hospital for treatment.  The criminals fled down Foulkrod Street toward Frankford Avenue.

Special Victims Unit Makes Arrest on Kinsey Street

On Sunday, March 3rd, 2018, a police report was made to the Special Victims Unit that indicated that Theodore Wayne Miller, age 57,  showed a 6 year old victim pornographic images and sexually abused her on several occasions. On Tuesday march 6th, 2018, a 7 year old victim described being sexually assaulted by the subject on several occasions as well.

Police served an arrest warrant and search warrant at the subject’s home at 2001 Kinsey Street looking for computers and devices that could be used to possess and store pornography. While searching the home police recovered one laptop computer, 3 external hard drives, 5 thumb drives, and one blue and gray backpack.

Upon examining the contents of the back pack the assigned investigator discovered two rolls of duct tape, plastic zip ties, surgical gloves, sanitary wipes, leather restraints, baby oil, blanket, numerous pieces of juvenile female clothing, and one stuffed animal. Police also observed several images of child pornography on a thumb drive that was connected to the computer.

He has prior arrests for harassment, stalking, aggravated and simple assault, false imprisonment, unlawful restraint and related charges.

Due to the disturbing find in the subject’s back pack the Special Victims Unit is distributing the subject’s information to compare to similar unsolved cases in the area.

Miller is in custody, with bail set at $350,000.
