NAC Meeting for March

There were three zoning cased on the agenda on March 12th.

1362 Kennedy Street – PERMIT FOR CONVERT USE OF AN EXISTING ATTACHED SINGLE FAMILY DWELLING TO A TWO FAMILY DWELLING. ONE UNIT IN THE BASEMENT. ONE UNIT FIRST AND SECOND FLOOR – 2 residents of the block attended the meeting.  After the owner’s representative made his presentation and left, a vote was taken and both residents were apposed to the change.  A letter will be sent to the zoning board to notify them

1933 John Street – Owner was not present to make a presentation

4117 Worrell Street – PERMIT FOR Personal vehicle repair and maintenance with accessory vehicle parking on site.  – The business is legally on Worrell but runs back to Salem Street.  2 residents from Salem Street came to oppose the change.  After the owner made his presentation and discussed how to satisfy the neighbors a vote was taken.  Both residents voted against the proposal.  A letter will be sent to the zoning board to notify them about the vote.

The NAC notifies the zoning board of the result of the voting but it does not guarantee that the zoning board will agree.  They board may go against the wishes of the neighborhood.  Residents who want to voice their opinion one way or the other are encouraged to attend the zoning hearing.  Dates and times for hearings are available at www.phila.gov/li.

The Frankford NAC will meet next on April 9th at 7PM at Second Baptist Church at 1801 Meadow Street.

NAC Election Coming Up in April

Frankford NAC Election for Committee Members

 

The Frankford Neighborhood Advisory Committee (NAC) serves as a subcommittee of the Frankford Community Development Corporation (CDC).  The purpose of the committee is to assist the Frankford CDC with fulfilling it’s obligations to the City of Philadelphia’s Office of Housing and Community Development.  The NAC board provides citizens with adequate opportunity to participate in decisions made around the delivery of affordable housing resources and development in the Frankford community.

 

Election for committee members will be held on Tuesday, April 7th, 2015.  Community residents will elect committee members.  The polling locations and times are as follows:
McIlvain Recreation Center                                     5200 Penn Street                    3PM – 6PM
Turning Points for Children’s FAWN Food Pantry   4346 Frankford Avenue           1PM – 6PM
Northeast Treatment Center                                   4625 Frankford Avenue            9AM – 3PM
Frankford Community Development Corporation   4900 Griscom Street                 5PM – 7PM

 

Voters will need to show proof that they live in the NAC Service Area.  State ID or 2 Utility Bills wills be accepted as proof of address.

 

Any resident who would like serve on the committee should contact Christine DeJesus, NAC Coordinator at (215) 743 – 6580 or by email at cdejesus@frankfordcdc.org.  Candidates need to provide a brief bio to be advertised to residents.  The bios need to be sent to Christine by Thursday, March 12th at 5PM..
The boundaries of the NAC service area are Roosevelt Boulevard from Cheltenham Avenue down to the Delaware River over to Granite Street and From Granite Street to the Frankford Creek to Tacony Street back up to Roosevelt Boulevard and Whitaker Avenue.

Frankford NAC February Meeting

The Frankford NAC met February 12th to consider two zoning cases.  Both involved legalizing the existing use of the properties after new owners had purchased them.  4800 Tacony Street is a two unit apartment with a space or a store.  It was approved with the proviso that the L&I violations had been corrected.  4530 Griscom Street has been used as a duplex but is zoned mixed use commercial.  The owner needed a variance to use it for two apartments.  It was also approved with no community opposition.   Both properties are being upgraded.  The next meeting of the Frankford NAC will be on March 13th at 7PM at 2nd Baptist Church at 1801 Meadow Street.

Frankford NAC Approves Two Variances

The Frankford NAC had a full program on Thursday, January 8th with 5 cases to review.

Labcorp has applied for a variance to open a new facility at 5349 Oxford Avenue.  It will be open to the public for blood testing and other specimens as needed.  No medical services will be provided.  There were some questions about why the applicant did not appear at the Northwood Civic given that the address is in Northwood.  The applicant explained that the zoning board provides specific instructions about what they must do including which community organization it must make a presentation to.  There was only one member of the community in the area of the facility present who was eligible to vote and that vote was to allow the variance.

Mr. Vo the owner of 1728 Orthodox Street appeared seeking a variance: PERMIT FOR THE ERECTION OF AN 18′-0″ HIGH DETACHED STRUCTURE FOR USE AS EQUIPMENT AND MATERIALS STORAGE. SIZE AND LOCATION AS SHOWN IN APPLICATION.  There were 3 community members attending who were eligible to vote and all three opposed the variance.

Mr. Chen, owner of of 2051 Larue Street is seeking a variance for: SPECIAL EXCEPTION FOR HOME BUSINESS, CONVERT RESIDENTIAL BASEMENT FOR USE AS A FACIAL SPA. IN AN EXISTING ATTACHED SINGLE FAMILY DWELLING STRUCTURE.  There was no community opposition but the zoning notice was only posted for two days on the property.  The NAC will ask for a continuance however it may not be granted since this has already been continued at the limit allowed.

The owner of 1541 Ruan is seeking a variance for: PERMIT FOR LEGALIZED USE AS TWO FAMILY HOUSEHOLD LIVING.  He made a good case for the change improving the neighborhood and he had signatures of residents plus some attending to vote.  The vote was in favor.

The applicant for the property on Worrell Street did not appear so no vote was taken.

The next meeting of the Frankford NAC will be held on February 12th at 7PM at 2nd Baptist Church at 1810 Meadow Street.
